Procedures in Finnish
Students admitted
to study according to the new degree structure in fall 2005 or after must
familiarise themselves with the act concerning the limitation to the duration of
studies (Act
on amendment of the Act on universities 556/225). The act describes, e.g.
the normative duration of studies for lower (Bachelor's) degrees and for higher
(Master's) degrees, and the reasons for absence not included to the duration of
studies. The regulations applying to registration as absent due to the
aforementioned reasons have been renewed in order to correspond to the
aforementioned act concerning the limitation to the duration of studies. All
students shall familiarise themselves with these.

New Students
New students are those students
who have been admitted to study for the academic year 2009–2010 and whose
confirmation form for acceptance of the student place is to be submitted on 4th
August 2009.
The registration period for new
students ends on 15th September 2009.
Instructions for registration will be enclosed with the notification of
admission sent to new students by post. However, you must submit the
confirmation form for acceptance of the student place no later than at 4.15 p.m.
on 4th August 2009 in compliance with the schedule of the national
Universities’ Applicant and Enrolment System
(further information). If your confirmation form reaches the university
late, you will forfeit your student place.
Registration as a present student
You can register yourself as a present student at a bank by paying the Students'
Union membership fee of 109 € by bank transfer using the attached bank transfer
form with your personal reference number. You can also pay voluntary fees
(Development co-operation fee for the National Union of Students in Finland,
Student Paper Uljas) at the same time. You are required to pay the
Students' Union membership fee in full for the whole academic year no later than
on 15th September 2009. Where necessary, you can check your
personal reference number with the
Student Affairs Office or
the Student Union Office.
Once you have paid the fee, please carefully fill in the Registration form for
undergraduate students for the academic year 2009–2010. This is enclosed with
the notification of admission sent to you, and should be submitted to the
Student Affairs Office no later than on 15th September 2009. Your registration will not be accepted if you have not paid the
membership fee. Please keep the receipt of the payment of this fee in order for
your payment to be verified where necessary.
Registration as an absent student
The normative duration of study for the lower (Bachelor's) degree is three
academic years. The normative duration of study for the higher (Master's) degree
is six academic years in education leading to the degree of Licentiate of
Medicine, and two academic years in education leading to other degrees.
A
student admitted to study for both the lower and the higher university degrees
has the right to complete the degree in a time exceeding the aforementioned
aggregate normative duration of study by a maximum of two years. A student
admitted to study only for the lower university degree has the right to complete
the degree in a time exceeding the normative duration of study by a maximum of
one year. A student admitted to study only for the higher university degree has
the right to complete the degree in a time exceeding the normative duration of
study by a maximum of two years.
The duration of study shall not include leave due to voluntary military
service or conscription, or to maternity, paternity or parental leave. The
duration of study shall not include other absence of a maximum of four terms for
which the student has registered herself/himself as absent in conformity with
the manner defined by the university.
The student is considered to start degree studies at the date when s/he accepts
the study place in the university.
A
student can register herself/himself as absent. If a student registers
herself/himself as absent due to voluntary military service or conscription, or
maternity, paternity or parental leave, s/he must sent a certificate of the
reason for absence to the university with the confirmation form for acceptance
of the student place by 4.8.2009 at 4.15 p.m. For example, a student starting
her/his military service in the summer may register themselves as absent in the
autumn term and as present in the spring term, or alternatively as absent in the
whole academic year. A student starting her/his military service in January may
register themselves as present in the autumn term and as absent in the spring
term, or alternatively as absent in the whole academic year. In case the
military service continues the following year, a student registers
herself/himself as absent in the autumn term and submits a certificate of this
to the Student Affairs Office in order to be registered to the academic record.
Absence and its reason must be reported in the Registration form for
undergraduate students which is submitted to the Student Affairs Office by
15.9.2009. The registration form may also be sent with the confirmation form for
acceptance of the student place.
It is extremely important that a student is aware of how her/his absence affects
the way her/his duration of study is counted.
A student has the right to be absent for a max. of four terms before s/he is
asked to submit, e.g. a separate explanation of the absence.
>
The Study Right at the
University of Kuopio
The University of Kuopio monitors the study times and terms of absence. In case
the reason for absence is military service or conscription, or maternity,
paternity or parental leave, the student must send a separate certificate to the
Student Affairs Office also in the following years of study. Otherwise the
absence is regarded as resulting from other reasons.
A
student registered as absent is not obliged to make any payments when
registering. A student can register as present in the middle of the academic
year even if s/he has previously registered as absent. In this case the student
pays the necessary fees. A student can register as absent by mail or by visiting
the Student Affairs Office personally.
NOTE! A student admitted to study in the separately funded ESR study programme
or Master's Degree Programme cannot register as absent. Furthermore, it is not
possible to suspend these studies on the basis of labour reasons. This is due
to the fixed duration and non-recurrent nature of the education and the
standpoint of the financing body. It is also not possible for a first-year
student to suspend her/his studies on the basis of labour reasons until the
second year of studies when s/he has studied at the university for two terms
as a present student.
Appendices to
be submitted to the University for verification
You will have to submit all required original certificates relevant to student
selection to the University for verification immediately upon commencement of
studies once you have arrived at your place of study.
New students who have already been granted the right to study at the University
of Kuopio
Registration is always specific
to each right to study. If you have not as yet registered at the
University and you have another valid right to study at the University of
Kuopio, please register in accordance with the instructions for registration for
new students using your personal reference number, in order that your presence
will also be recorded for your other rights to study. Where necessary, please
contact the
Student Affairs Office, tel. +358 (0)40 355 2149, +358 (0) 40 355 2140, +358
(0) 40 355 2145 or +358 (0) 40 355 2159.
Delays in
registration or failure to register
In case a new
student fails to register by deadline, s/he must
1) pay the
Students' Union membership fee (payee: the Students' Union of University of
Kuopio, payment 109 euros)
2) pay the overdue
payment, i.e. re-registration payment of 35 euros to the Student Affairs
Office's account when registrating. Used banks and account numbers are: Nordea
166030-110760 or OKO 500001-20378053 or Sampo Pankki 800011-47092 (payee:
Student Affairs Office, payment 35 euros).
When the Students'
Union membership fee is paid by using a personal reference number, also the
overdue payment (35 euros) must be paid as a separate bank transfer without
reference number. A receipt for the payment must be submitted to the Student
Affairs Office for check. Note that the payments must be made to different
accounts!

in their 2nd or higher year on Bachelor’s or Master’s programme)
Registration Procedures 2009-2010
To register electronically as a present student, please proceed as
follows:
Undergraduate students (on Bachelor’s or Master’s programme):
registration using personal reference number by

amounts of payments by Wossikka.
You can register yourself as present by Wossikka service using your personal

15th September 2009. This way your registration will be
automatically recorded in the student register. If you pay the fee using your
personal reference number by bank and if you do not receive an email
confirmation within a couple of weeks after the payment, there may have been an
error in your registration. In such cases you should contact the
Student Affairs Office. Naturally an email confirmation will only be sent to
you if you submitted your email address to the student register. If you pay the
membership fee in July or August, you will receive an email confirmation within
about 7 days after the payment. Where necessary, you can check your reference
number with
the Student Affairs Office or
the Students' Union Office.
Registration will be possible from 11.5.2009 onwards until 15th
September. Students are recommended to register for
the academic year already before the actual beginning of the courses to
facilitate the teaching arrangements (for example, it is possible to form groups
and register for courses in Wossikka only after the student has registered for
the academic year in question). Registration by bank transfer will not
work between 16th September and 30th November inclusive.
Registration for spring term only is possible from 1st of December to 31st of
December. Registration via Wossikka service in not possible from 1st of January

receipt afterwards to the Student Affairs Office. Students who have registrated
via bank during 1.-15.1.2010 are not required to
pay a re-registration payment.
Registration stickers will be available in the Students' Union
Office from 1st August onwards. If you wish to collect a
registration sticker for the academic year 2009–2010 for your student card from
the Students' Union Office immediately after paying the membership fee, you will
need to show proof of the payment.
Please notify the Student Affairs Office or the Students' Union Office of any
changes in your contact and personal information by
Wossikka service.
The new academic year will start on 1st August 2009 and end on 31st
July 2010.
Undergraduate students:
registration for one term only
You can register yourself as present just for the autumn term following
the above instructions by paying half (€ 59) of the Students' Union
membership fee. In such cases you will be registered as present for the autumn
term and as absent for the spring term. If you wish to register as present for
the spring term at a later date, you can do so electronically by using your
personal reference number between 1st December 2009 and 31th
December 2009 inclusive by paying the remaining half (€ 50) of the
Students' Union membership fee. This procedure applies to those undergraduate
students who have either registered as present or absent for the autumn term. If
you have failed to register altogether, this constitutes a failure to register
(see instructions below).
Registration as an absent student
A student can register as absent during her/his studies in accordance with the
act concerning the
limitation to the duration of studies
(Act on amendment of the Act on universities 556/225). It is extremely
important that a student is aware of how her/his absence affects the way her/his
duration of study is counted. A student has the right to be absent for a
max. of four terms before s/he is asked to submit, e.g. a separate explanation
of the absence.
In case the reason for a students' absence (voluntary military service or
conscription, or maternity, paternity or parental leave) is one of the reasons
mentioned in the act, the student must send a separate certificate of it to the
Student Affairs Office when registering at the
university or by the end of the term in order
to be registered to the academic record.
A student must inform the university of the accepted reason for absence (family
leave, compulsory military service or voluntary military service) in the first
academic year and also when the normative duration of studies is almost due
and the student's overall duration of studies is viewed.
The limitation to the duration of studies does not apply to students that have
transferred from the old degree structure into the new one.
Students that have registered as absent are not entitled to the academic year
sticker and cannot participate in any kind of education provided by the
university. Students (except for new students) can register as absent by
visiting the Student Affairs Office personally, by email
opit@uku.fi or by phone 040 355 2149 or 040
355 2140 by 15.9.2009. Students cannot register as absent via bank.
NOTE!
A student admitted to study in the separately funded ESR study programme or
Master's Degree Programme cannot register as absent. Furthermore, it is not
possible to drop out on these studies on the basis of labour reasons. This is
due to the fixed duration and non-recurrent nature of the education and the
standpoint of the financing body.
A student may be permitted to suspend her/his studies for labour reasons for a
maximum of two years due to the aforementioned act concerning the limitation
to the duration of studies. After this time the student must continue her/his
studies normally.
The University of Kuopio (from 1.1.2010 the
University of Eastern Finland) monitors students' study times and terms of absence.
New students
NOTE! If you have been awarded a new right to study for the academic year
2009–2010 and you already have another right to study at the University of
Kuopio, please wait for the notification of admission sent to new students,
which will be accompanied by more detailed instructions on the registration
procedures.

study plan) or some other corresponding study plan or clarification for
completing the studies which is approved by a person in charge of the faculty
or the main subject, and it must be sent to the Student Affairs Office where
it is processed. The application may also be sent directly to the Head of
Student Services or the Head of the Department.

receiving a favourable decision, pay the Students'
Union membership fee (109 euros) to the Students' Union account by
using the personal reference number (the reference number and account number can
be received from the Student Affairs Office or the Students' Union office).
3) pay a
separate re-registration payment of 35 euros when registering. The
payment must be made to the account of the Student Affairs Office without using
a reference number. The banks and account numbers are:
Nordea 166030-110760 or OKO 500001-20378053 or Sampo Pankki 800011-47092.
4) send receipts of the payments to the Students Affairs Office or take them
there personally.
Note! A student who has failed to register in the previous academic year,
or a first-year student who registers late and thus fails to conform to the
