Service fees and transport of items between campuses
The UEF’s new service fees are effective from January 1st 2010. Additional information on inter-campus book lending and transport will be published shortly. Changes due in January include the following:
- The maximum amount of payable fees, presently in use on the Joensuu and Savonlinna campuses, will no longer be limited to 50 Euros. All incurred fees, whether or not they exceed the said sum, will be charged in full.
- Interlibrary loan fees will be changed.
- For items available at another campus, please consult your own campus library. You may place a hold request at the service desk. No fee will be charged for items that are only available at another campus.
- If an item is available at the local campus library but is currently checked out, a copy belonging to another campus may be requested for 6 Euros per item. For the present, all transportation of books will be done by the nation-wide postal service Itella Plc. Fee rates may change once an inter-campus transportation solution has been implemented.

Other changes
The new UEF regulations on conditions of use and user rights for library users will be effective from January 1st 2010. (Unfortunately not available in English. Please ask the library staff.)
From January 2010 onwards, all patron groups may renew their loans a maximum of ten times.

KUH MEDICAL LIBRARY WILL BE OPEN
KUH Medical Library will be open Mon -Tue & Thu - Fri from 8 a.m. until 4 p.m. and Wed from 9 a.m. until 4 p.m.
Because the air conditioning system renovation has been delayed, there might be some interruption in our service.
At the moment there are no customer computers available in KUH Medical Library. There has been a delay and the exact date cannot be given. Information will be available when possible. We are sorry for the inconvenience.

CHANGES TO THE LIBRARY FINES AND FEES
The following changes to the library fines and fees shall be valid from the 22nd of June, 2009:
- Overdue fines will be 0,50 euros/day/item/, max 10 euros/loan.
- Fee for restoration of borrowing rights (concerning only the university staff) will be 16 euros.
- Overnight loans: Overdue fine of 2 euros/day/item will be charged.
- Compensation fee to be charged for a lost item will be the total purchase price of a new similar item - minimum cost here is 50 euros - plus handling costs.

NOTICE ABOUT THE IMPLEMENTATION OF THE UEF LIBRARY DATABASE JOSKU
Josku, the database of The University of Eastern Finland Library will be implemented after the Midsummer Day, week 26. JoeCat and Kuopus will cease to exist. The libraries will work as independent organizations until the end of 2009. There will be changes in some lending practices and fines and fees immediately in the implementation of the database, concerning the rest of this year.
Josku database will display the collections of the libraries in Joensuu, Kuopio and Savonlinna. Requests can, so far, be submitted on the items of your own library only. If you want to request material from the other library, it must be ordered via interlibrary loan services - for interlibrary loan prices. The customer may view his/her information by giving the patron barcode, password and last name in the user interface or by logging into the Joensuu University’s or Kuopio University’s Haka authentication service or some other identity service in the Haka federation.
Lending
The loan periods will be 14 or 28 days. The customers will get an e-mail notice about material to be due 1-3 days before the due date. The loans can be renewed max 10 times by the Joensuu and Kuopio university students. For other patron groups the max of the renewals will be 5.
The loans of the university staff will be automatically renewed 10 times. The material has to be loaned anew after that. The staff members will get overdue notices about the loans that could not be renewed, but not courtesy notices, notifying about the becoming due dates.
Fines and fees and suspending of borrowing privileges
The overdue notices will be sent as soon as the books are due. Overdue fines will be collected for all the loan material, as well course books as other literature. The overdue fine will be 0,50 euros/day/item, max 10 euros/loan. The fines will be seen in real time in your patron information.
Reservation fee won’t be charged, if the notice is sent by email.
The fee for restoration of borrowing rights, 16 euros, will concern only the university staff members, and they won’t pay overdue fines. All the other patron groups will pay overdue fines. The borrowing rights will be suspended, if an item is overdue more than 28 days or if the overdue fees exceed 16 euros. Because we will use now a common library system, the patron’s borrowing rights will be suspended in each of the becoming campus libraries in Joensuu, Kuopio and Savonlinna. Until the end of this year, the fines and fees have to be paid in the library, of which services they are due, because the Joensuu and Kuopio universities will be separate government accounting offices until the end of 2009. For example: A patron has loaned books in the Joensuu University Library and his borrowing rights are suspended due to the overdue fines. He comes to the Kuopio University Library to loan books, but he is told, that he can’t do it because of the fines. The patron can lend the books after he has paid the fines and fees in the Joensuu University Library. He can either ask for the instructions for paying by bank debit or pay cash in Joensuu.
If an overnight loan is overdue the borrowing privileges will be suspended for four months, regarding only overnight and weekend loans. Furthermore, overdue fine of 2 euros/day/item will be charged.
As compensation fee of a lost item the total purchase price will be charged, however the minimum of 50 euros plus processing costs.

RESERVATIONS FOR OVERNIGHT AND WEEKEND LOANS
Starting 9th June, 2009, customers are asked to make the reservations for overnight and weekend loans at the customer service until 11th June. Starting 12th June the reservations for overnight and weekend loans are asked to make to the folder with the reservation lists until further notice. Library staff will be happy to advise.

KUOPUS AND JOECAT WILL BE UNITED - ANY OVERDUE OR OTHER FEES WILL SUSPEND YOUR BORROWING PRIVILEGES STARTING FROM 4 TH MAY
In the summer of 2009, the university library databases Kuopus and JoeCat will be united into the library database of UEF, called Josku. Any overdue or other fees will automatically suspend your borrowing privileges starting from 4th May, 2009 until the new database will be in use. Please, settle your accounts early enough.

Library has licensed new electronic resources for our customers.

- Academic Source Premier - c. 4500 full text journals from different subjects
- LWW Total Access Collection - 276 journals, mostly medicine and nursing

Ebrary's e-books has a new interface. Open an e-book with ebrary QuickView by clicking on the link, title name or image. No downloads or installations are required. Launch the ebrary Reader by clicking on the ebrary Reader button for additional functionality. Look for help: http://site.ebrary.com/lib/uku/home.action
New library e-journal subscriptions are for example:

In all library has about 17 400 e-journals, over 30 000 e-books and about 130 databases. In addition Library customers may use RefWorks, which is an Internet based personal literature reference management program.

JOSKU IS THE WINNER OF THE UEF LIBRARY DATABASE NAME COMPETITION
A competition was organized to find a name for the library database of the University of Eastern Finland. The development team of the libraries elected Josku among 217 proposals. Josku was proposed by Jani Rönkkö from Kuopio and Anne Nupponen from Joensuu.
According to the selectors the name Josku sounds brisk and youthful and the word contains the letters of all three campuses. The winners were rewarded with a Finnish fish pie (kalakukko) and with pastries called lörtsy.
The merging of the two existing library databases JoeCat and Kuopus will begin already in January. The new database Josku will be opened in the summer 2009. The customers will get further information during the spring and summer.

THE SNELLMANIA LIBRARY WILL BE CLOSED FROM THE 1ST OF JUNE
The Snellmania Library will be closed from the 1st of June due to renovation. All prescribed books will be available from the Canthia Library. The Canthia Library and the KUH medical Library will be open as usual.
After the renovation from the beginning of November, we will serve our users in the KUH Medical Library and in the Snellmania Library. The Canthia Library's collections and its other library services will be moved to the Snellmania Library.

ELECTRONIC JOURNALS IN KUOPUS
Links to all electronic journals (about 8 300 scientific journals) subscribed by the Kuopio University Library and Kuopio University Hospital Medical Library are now available in the KUOPUS database.
Please open KUOPUS and use Journal Title search to find a journal of your choice. In case your search produces a list of many similar titles, select the title labeled with "Call Number: SFX Lehdet". After this, press red SFX Links button to open journal availability menu. When searching from outside the University of Kuopio or Kuopio University Hospital networks, remote access authentication will be automatically activated. Use your Messi or Hytti username and password to open remote connection.
If you want to find journals by subject category or by publisher, use Electronic Journal Collection.

FINES INVOICING
Collecting unpaid fines will be changed in the beginning of February 2007. Library will collect fines by invoicing twice a year. The first invoicing will be in March 2007. Office charges are added to each invoice (if the invoice is less than €20 the charge is €2 or if the invoice is more than €20 the charge is €5) by University Financial Department.

AUTOMATIC RENEWAL OF PERSONNEL LOANS
Library renews automatically Kuopion University personnel and Kuopio University Hospital personnel loans.
Loans will be renewed day before due date if there are no reservations and maximum number of renewals (10 times) is not reached.

INCORRECT REQUEST INFORMATION ON BOOKS
Due to the library computer system error Kuopus database might show incorrect request information on books. Request informtion on holdings screen may not be correct. Please check the actual number of requests from library customer service.

NOISE AT CANTHIA LIBRARY
The renovation of the National Laboratory Animal Center in Canthia started 29th of June and it continues until January 2006. The renovation causes noise also in Canthia Library.
We are sorry for the inconvenience

SERVICE BREAK JULY 24TH - 31ST ON KUOPUS-DATABASE
Kuopus-database is not accessible from 9.30 p.m. on Sunday 25th July until Sunday 31st July. Service break is due to library system update. You can't renew loans, make reservations and search the Kuopus database.

NELLI PORTAL OPENED
Nelli information retrieval portal is a new way to use
the library. It organises and retrieves information as
well as provides tailored services.
Nelli can be used to manage all the information materials
necessary in research, teaching and studying. It is an
interface through which researchers, students and the public
can access scientific information resources.
Kuopio University Library has opened Nelli portal in
September 15, 2004. You may find Link to Nelli on
Resources page.
